So I went ahead and upgraded from High Sierra to Mojave, which does require a 144.0.0.0.0 Boot ROM. I had to remove the card in order to update the firmware as the disc drive wouldn’t open. The Mac Pro still wouldn’t boot. BUT! If I use DisplayPort instead of HDMI or DVI, THEN it boots. So if you had trouble with your Nitro+, try DisplayPort first and see what happens.
