The item listing & description section has paragraphs of explanation of what this item is and what it is used for. Furthermore, HDANYWHERE has a great website with details and specifications of the HDMI Extender. It just appears that the buyer bought an incorrect item for someone else.

I will note though that the envelope had clearly been opened when received but nothing appeared to be missing, so no harm done. Damage to envelopes does occur sometimes via Royal Mail unfortunately; luckily, the item was insured in this case.
