That doesn’t make sense to me, and the seller didn’t mention anything he had done or would do to locate it. He did refund my money.

I have just sent a 2.6kg box to my brother in connecticut, which cost £43 to post. The item was in good condition and packaged well tho. Wont be purchasing from this shop ever again tho, due to being expensive. Shame really, they got some good stuff. International sales are handled through the Ebay International shipping program, which has 0 to do with the seller. Pricing is all handled through EBAY. What I find weird about this type of feedback is that Ebay shows you exactly how much you are paying before you pay, which also shows you the price of shipping, which was the same amount before you push the buy button as after. Recommend if you don't like the shipping rates, call EBAY or don't buy.
