The ground lug was bolted to painted over case so unsure how safe/effective this would be. Don't know where the new Dell sticker came from... Item is described as refurbished and I accepted it as such. PSU self test indicated that the PSU was good. For some reason it didn't fit in my Precision T7910 so I couldn't use it, PSU seems to be same dimension as my old T7600 PSU...

The item has been tested and appears to be in good working condition and my HP Z640 is 'alive' and running again :-) :-)
