Once I landed in Costa Rica, I was able to use Whatsapps and Uber moments after my flight landed. I activated my SIM a few weeks ahead of time. I made an account for my SIM Card at the Kolbi website and all you need is the last few digits of your passport number. I wasn't able to make calls right away, but after I added a package to my SIM, I was able to make calls locally.

I activated from US before trip and it was a snap. My sister activated in Costa Rica and seems the customer service routing might look at caller # because she didn't get English speaking agent until she dialed from a US # (but that may have been random chance) The instructions tell you a app to recharge with and that is super easy too.
