 Item had not been delivered, and I no longer needed his services. He would not refund my money.

The buyer is a liar. They claim the item was not delivered to them. Complete lie! The item was digitally delivered to their mail box size minutes after the purchase was made. The buyer openly told me they changed their mind twenty six minutes after completing the purchase. I told them the ad clearly states that there are no refunds, and especially so for changing ones mind.
No places for dishonest buyers on eBay!
