Seller shipped order promptly, and the order was awaiting clearance in Sydney, Australia which never materialized. Buyer received a partial refund initiated by eBay through override. Sellers aren't responsible for local customs regulations (buyer's responsibility), and as far as this order is concerned, seller fulfilled all obligations including prompt shipping. It's a travesty this has to occur, and a neutral rating would have been sufficient and fair.
