Today, everyone knows that democracy is embattled, but do we know what democracy actually is, or why lives are risked in its defense? Jan-Werner Müller, the author of the widely acclaimed What Is Populism?, takes us back to basics in Democracy Rules. In this short, elegant volume, he explains how democracy is founded on three vital principles: liberty, equality, and also uncertainty. Authoritarians seek to render politics (and individual citizens) predictable; democracy holds open the possibility that new ideas, movements, and identities can be created. Müller challenges the assumptions of the conventional democracy-defense industry. Popular mobilizations and a supposed post-truth condition are not the primary villains of his story. Instead, he shows that the rise of oligarchs and secession of plutocratic elites from a common political world has undermined much of democracy's promise. In response, we need to reinvigorate the intermediary institutions that have been deemed essential for democracy's success since the nineteenth century, including political parties and a free press. Even in a world of aggressive autocrats, big tech, and weakened gatekeepers, Müller insists that this critical infrastructure is not obsolete and can be renovated.
